READ NOWI understand that in Arab countries where the burqa is worn, an adult male is supposed to chaperone the woman and is responsible for her behaviour.
I seldom see that practised over here. So if a woman in a burqa, or somebody dressed up like that, does something illegal or dangerous, it is hard to link it to anybody.
