Appearing in custody, the man was charged with aggravated sexual penetration, two counts of indecent assault, deprivation of liberty and threats to kill.
Police allege he sexually assaulted a 30-year-old woman near Bendigo Bank on Peelwood Parade on September 15.
He is also alleged to have indecently assaulted two young women, aged 16 and 19, at Centro Mandurah Shopping Centre on August 10.
Duty lawyer Clare Hay said the man required an interpreter.
