‘Tears of joy’ shed at change

Both Mr Reynolds and corporate services executive Andrew Sharpe, who acted as the City’s chief executive after Mark Dacombe resigned, were questioned.

Mr Sharpe was asked to describe what changes in culture he noticed upon Mr Reynolds being appointed as commissioner.

In response, he described the reaction of about 150 City staff to Mr Reynolds attending an open-house meeting.

‘The function room was full of staff and the commissioner arrived partway through the meeting and he was greeted with a standing ovation, and I think it is fair to say a number of people were actually that overjoyed that there was actually tears within the room,’ he said.

He was also asked to describe the culture of fear that had existed between staff and council.

‘There was certainly a fear element emerging’
