Council bin snooping an invasion of privacy

I NOTICE that local governments are again planning to snoop through our bins without a warrant.

Not only is it an invasion of privacy for them to do so, but it also reverses the onus of proof.

Anyone could walk past a bin and place rubbish in it, so how will the local governments be able to prove it was the homeowner?
