A WA Police spokeswoman said a Holden Commodore allegedly struck the Kelmscott man, who died at the scene, and a 22-year-old woman, who was injured, about 5.40pm.
The driver, a 46-year-old Camillo man, was charged with dangerous driving occasioning death, dangerous driving occasioning bodily harm and refusing to give a sample of breath or blood as the driver of a motor vehicle that was in an incident occasioning death.
He is due to appear at Perth Magistrates Court on Saturday.
