Chief executive Richard Gorbunow said the Shire already provided each household with kerbside waste and recycling pickups, and bulk general and green waste collections.
‘Most residents in the Perth metropolitan area who receive bulk waste pickup services do not get free tip passes,’ he said.
‘It is a fairer method of charging for services as the ratepayers that consume the service pay for it.’
