The prize is valued at $1000 and is reward for Ms Fletchers efforts in Year 12 when she did her certificate II in local government.
Assistant Minister for Education and Training Simon Birmingham announced the Australian Vocational Student Prize winners for 2014 last month.
Ms Fletcher started doing her studies in local government in Year 11 and finished it off in Year 12.
The 18-year-old said she did not realise she was entitled to be nominated for the award when her school told her about it.
I didnt even know about the award but the school said I was eligible for it, she said.
She said she was enjoying working rather than studying as it meant she could learn while she worked.
I enjoy learning new things all the time and get exposed to different areas, including accounts, finance, facilities and operations, she said.
