Some 50 volunteers from the Buddha’s Light International Association of WA will host the event set to attract hundreds of people.
Performances will be by groups from countries including India, China, Germany, Bulgaria, Japan, Italy and Thailand.
Association spokeswoman Grace Collins said the event was a way to promote peace in society.
At a meeting held last month, Bayswater City Council rejected a request for $3000 to go towards the event.
Cr Brent Fleeton said no-one doubted the value of the organisation but the City could assist the event in other ways such as in-kind support, not through ongoing donations.
The City provided $3000 for last year’s event and previously provided funds to other Buddhist festivals hosted by the association.
Ms Collins said while any grant was greatly appreciated, they were not disappointed.
The Harmony Day festival will be held at Fo Guang Shan Temple in Maylands, Sunday, March 20.
