The property owner was also prosecuted by the City last year and was fined more than $37,000.
City of Swan acting chief executive Mark Bishop said the matter was heard before Midland Magistrates Court earlier this month.
A Dianella builder was also fined for building a wall on a Ballajura property without a permit.
Mr Bishop said the builder received an opportunity to submit a building application.

“As a result, the matter was heard at the Midland Magistrates Court and the owner was fined $6500,” he said.
He said the prosecutions should serve as a reminder to stay up to date with planning and development requirements. “Planning and building legislation exists for the benefit of the community as a whole and needs to be observed,” he said.
