Morley 7-Eleven petrol station development approved

A VACANT Morley car yard on Russell Street will be replaced by a 7-Eleven petrol station and convenience store after the Metropolitan Central Joint Development Assessment Panel (JDAP) approved a $2.3 million application this morning.

The site is located at the intersection of Russell Street and Broun Avenue, with adjoining commercial uses to the north, residential properties to the east, and John Forrest Secondary College to the west.

Part of the application featured a 24-hour convenience store that would include the sale of goods and petrol, a total of 15 staff, eight parking bays, vertical green walls and piers of the external frame surrounding the refuelling area.

The panel voted 5-0 to approve Peter Webb & Associates’ development subject to amended conditions.

Peter Webb & Associates town planner Nik Hidding, Mackay Urban Design director Malcolm Mackay and Transcore traffic engineer Paul Ghantous addressed the panel about concerns over three conditions.

The panel scrapped a condition which called for the external frame fronting Russell Street and Broun Avenue to be further improved.

Other amendments included the construction of a 23m median strip and for illumination signs be lit at maximum value despite City officer’s push for it to run at half of the value.

Mr Mackay said the “urban development” was different to normal petrol stations and drew inspiration from the Penguin Pool in London.

City of Bayswater councillor and JDAP member Chris Cornish said he was against having the illumination signs running at maximum value because it did not match the City’s route of “reducing red tape”.
