West Swan MLA Rita Saffioti said the 4.5km wall would be built with Northlink funding, to replace the sand bund.
“The current sand bund is not fit for purpose and is creating a number of issues for residents,” she said.
Ms Saffioti said a survey distributed last year showed 90 per cent of residents supported the wall.
She said she would consult the City and community on the issue.
