Used by the WA Youth Jazz Orchestra, the upgrades would allow the hall to be used for jazz concerts and public performances.
The non-profit organisation has signed a five-year lease with the City of Bayswater to use the town hall for rehearsals.
The WA Youth Jazz Orchestra features musicians aged 14 to 25 and three big band ensembles that perform at more than 50 events every year.
