HAVE local councils gone mad? I find Cottesloe council’s bid to “ban the balloon” an absolutely preposterous and ridiculously politically correct nanny state proposal.
Most councils around Perth have on their agendas multi-million dollar urban infill developments and other infrastructure concerns.
However, this council is more concerned about implementing a by-law on how to confiscate children’s balloons.
