THE City of Swan did not approve of the lot in Lord Street being developed for the purpose of a correctional facility.
Bassendean Town Council also disapproved and several hundred ratepayers in Lord Street were contacted about the development, many of whom objected.
The location did not meet the criterion, yet Helen Morton, the Minister for Mental Health, still managed to get her way.
