He said council needed to ensure future collections were on time and that residents were monitored to ensure that rubbish was not put out too early.

‘I must concur, there are some low life’s that abuse the system. They pick over the trash, spread it over a wide area, case homes for valuables and yes, even steal,’ he said. ‘I have requested our officers at the City of Cockburn review and monitor verge collections in the future due to the various issues over the past three years.’
