Mr Carey said the reform was the biggest of its kind the City had undertaken and would cover building heights, setbacks, plot ratios and garages.
�We are serious about engaging the community,� Mr Carey said.
�We want to address community concerns.
�If there are better ideas, we want to hear them, we are prepared to listen.�
The new draft planning policies have been released for public consultation and if approved would replace most of Vincent�s current policies.
The six draft policies include precinct policies for Leederville, North Perth, Perth, Mt Lawley/Highgate and Mt Hawthorn and the Development Requirements and Building Design policy.
�We�re already getting some really good ideas in,� Mr Carey said.
Residents can submit a letter to the City, complete an online survey or attend a community forum on the planning reform.
Letters and online surveys must be submitted by September 11.
