Reform brings end to urban rise in Stirling city centres

APARTMENT blocks and multiple dwellings will no longer be built outside of Stirling city centres after the State Government signed off on planning reform.

The planning scheme approved by the City prohibits multiple dwellings in areas coded R40 or below, outside of an 800m radius of city centres and railway stations.

Reforms introduced to the Residential Design Codes (R Codes) in 2010 had an impact on the nature and intensity of infill development in Stirling, which led to the City proposing Amendment 32 in July 2012.

Stirling Mayor Giovanni Italiano said the approval of the amendment by the Minister for Planning meant there would no longer be a risk of a massive increase in multiple dwellings in suburban areas.

“This will mean a more considered approach to the future growth of our City,” Cr Italiano said.

“Increased residential density is a good thing for Perth and we all agree it has to happen but it needs to be in the right areas where the growth can be accommodated.”

The amendment will significantly reduce the maximum number of multiple dwellings permitted on a R40 residential lot outside an 800m walkable radius from railway stations and city centres.

Cr Italiano said the City would continue to create opportunities for increased density along transport corridors and town centres.

“Our goal is to encourage high-quality, higher-density developments in carefully planned activity centres and corridors that are supported by sufficient public transport and open spaces within easy reach of residents living in apartments,” he said.

“Now that this amendment has been gazetted, it’s a win for the current and future residents of these areas.”

The changes took effect on October 20.
