Mr Carter is the course co-ordinator of wool classing at the CY O’Connor Institute and teaches the course at all the institute’s campuses, including Northam.
He won the award from a strong field of nominees last Friday night at the Perth Convention and Exhibition Centre.
Mr Carter said he was ‘over the moon’ to have won the prestigious award.
