New rooms for St Mark’s

A council document said the St Mark's Anglican Community School application met the requirements for the district planning scheme.

"The additions do not have an adverse impact on the streetscape and overall, the design of the development will complement the existing classrooms on site," it said.

"The application was referred to the Joondalup Design Reference Panel and while the panel made comments regarding improving the articulation of the addition as viewed from the street, it was considered impractical given the requirements of an operational classroom."

Planning and community development director Dale Page said the panel had suggested adding extra windows to increase articulation but the architect outlined how that would compromise the internal space.

Cr John Chester said residents on St Marks Drive would be left with a "bland exterior".

"It fits in with the rest of the school and the residents across the road have back fences facing this particular elevation," she said.

However, Mayor Troy Pickard said it was still a streetscape and foreshadowed an amendment to request the developer "further articulate" the southern faade "to create greater visual interest". He said the amendment would "potentially provide a wonderful canvas for the school to make a statement so close to the residential area and celebrate St Mark's."
