Councillors at Monday's meeting accepted the $623,100 tender from Octagon BKG Lifts with works to be completed within 12 months.
Tenders were advertised from May 30 to June 30 with two submissions received but one was non-compliant .
The company is required to maintain maximum passenger service to the public and staff during the works with one lift per building to be upgraded at a time.
