At last month’s meeting, Cr Jones left the council chamber because of a financial interest so the remaining 11 elected members could consider his request to attend the Birmingham event from July 4 to 6.

However, no-one moved the motion, causing it to lapse.

A council report said Cr Jones wanted to attend because it “aligns with his role as an elected member” with an interest in topics including care and health improvement; community safety; culture, tourism and sport; economy and transport; environment; planning and housing; finance and welfare reform.

“Previously, the only international conferences attended by councillors related to ICLEI – Local Governments for Sustainability or sister city activities,” it said.

“He has not attended a conference since election in October 2015 and has a current conference allocation of $12,770.”

The trip was estimated to cost $5400.
