Mr Noor is the sole director of Frayson Pty Ltd, which operates under the business names Instyle Residence and New Life Renovations.
The contractor registration of the company was suspended on February 18.
The suspension disallows it from providing building services.
"The Building Services Board has serious doubts about the ability of Frayson to carry out its obligations as a building contractor in a professional manner and has commenced disciplinary action against both Mr Noor and his company in the State Administrative Tribunal," a commission spokeswoman said.

READ NOWShe said the commission had received information the company was continuing to work on a Hillarys property, as well as attempting to enter other building contracts.
Building Commissioner Peter Gow reminded residents who were building a home to check their builder's registration at www.commerce.wa.gov.au/ building-commission.
