The nominees have been chosen to reflect seven categories, including arts and culture, business and the community.
Mr Williams is one of four nominations in the youth category.
The winners will be announced at a gala dinner at Perth Convention and Exhibition Centre .
An overall Western Australian of the Year will be selected from the winners of each category.

Celebrate WA Chairman Wayne Zekulich said the awards encouraged people to celebrate the talent in WA.
"We have so many incredible individuals in WA who are not only leaders in their respective fields, but contribute significantly back to our community" he said.
