Shire of Waroona fined for drowning at waste treatment facility

Ronald Arthur Watts drowned in a pond full of faecal matter at a treatment facility on Buller Road on August 16, 2013. The shire pleaded guilty to being in control of a workplace and failing to ensure others were not exposed to hazards.

Andy Pisconeri was contracted to work at the site and allowed his uncle – Mr Watts – to follow him to work. The shire was aware that Mr Watts assisted Mr Pisconeri.

On August 16, 2013 Mr Pisconeri noticed Mr Watts’ dog covered in waste.

When Mr Pisconeri couldn’t find Mr Watts he called the police, who looked for the latter the entire afternoon.

Two days later the shire employed a contractor to empty ponds at the site.

Mr Watts was found dead at the bottom of one of the ponds.
