I APPROACHED my neighbour to let them know that their dog barked continuously while they are at work or not at home and it was becoming a problem.

I was met with abuse. If you are not at home, how do you know that your dog is not being a nuisance?

No neighbour likes to complain, but surely if a caring neighbour approaches the dog’s owner, then he or she should do something about it.

Please owners, take responsibility.
