Councillors will vote on an amendment to the Town Planning Scheme which would permit a multi dwelling development.
More than 300 individual written submissions were received, as well as comments from the State Heritage Office.
Guildford Hotel owner Luke Martino previously said an apartment development, including a market area and shops at ground level, was necessary to ensure the financial viability of the Guildford Hotel.
The Guildford Association remains opposed to the idea on the grounds that any developments should adhere to the Guildford Conservation Policy and be limited to two storeys.
