The proposed development site on James Street was between Scott Street and Wellman Street, where Ross's Discount store now operates.
Most of the site is in an unacceptably high Australian Noise Exposure Forecast contour and the State Planning Policy advises against increasing residential density within such zones. The proposed building was also deemed not in keeping with the single storey and heritage buildings in the surrounding area.
