COSTS for the Alkimos Eglinton Developer Contribution Plan (DCP) have gone down following the latest review.
The City of Wanneroo council approved the revised estimates at its August meeting, noting the overall cost for facilities over the 25-year life of the plan would be almost $72.4 million, down from $75.6 million in 2015.
The August 22 report said the contribution rate should drop from $111,106 per hectare ($11.11/sq m) to $99,710 per hectare ($9.97/sq m).
The plan collects money from developers of nine estates to fund future community facilities, such as libraries, community centres and district playing fields.
“The purpose of the annual DCP review process is to ensure that sufficient funds continue to be collected from developing landowners to meet the cost of delivering these facilities,” the report said.
It said the City had received almost $10.6 million from developers in the two suburbs by May 2017, with $757,948 interest generated so far.
Under the current plan’s timeframe, the first facility to be built would be a $4.9 million surf lifesaving club in Alkimos in 2017-18, but that was not listed in the City’s 2017-18 Capital Works Budget.
“Administration has received numerous requests from the landowners to consider the early provision of the Eglinton north indoor recreation centre, which is identified in the DCP as not being required until 2032-33,” the report said.
“The requests have been premised on the likely delay in land availability for other DCP-funded projects, the establishment of a temporary surf lifesaving facility in Alkimos and potential changes to population projections and land releases.
“At this stage there is inadequate information to consider any reprioritisation of facilities.”
The report said while the current review related solely to cost estimates, with the next review of recommendations due in 2020, there would be further investigation through this year.
A similar plan is in place for Yanchep and Two Rocks, and the report said the review of that would be presented to the council towards the end of this year.
Facilities provided through that plan include the Yanchep playing fields and Yanchep Surf Life Saving Club, which are both due to be completed soon.
