Butler: over 55s units get go ahead

A $14.5 million five-storey apartment development in Butler aimed at over 55s has been approved.

The North West Joint Development Assessment Panel deferred owner Butler Land Company’s proposal in July to allow for more information on landscaping and external features, but gave it the go-ahead at the September 27 meeting.

A City of Wanneroo report said it was satisfied with the changes made, including modifications to the building facade and landscaping plans, adding external access to storerooms and more privacy for unit bedrooms.

The Butler Boulevard mixed-use development will comprise 67 units and eight ground floor commercial tenancies, of which permitted uses include an art gallery, bank, office, medical centre and showroom.

Features include first floor communal spaces, such as a theatre and meditation rooms, swimming pool, gym, dining room and garden, an enclosed roof garden and 109 parking bays.

CLE Town Planning senior planner Simon Burnell spoke on behalf of the applicant, whom he said intended to market the apartments to people aged over 55.

Mr Burnell said the site was in an “emerging district area” and believed all issues previously raised by the panel had been addressed, which City planning implementation manager Pas Bracone agreed.

Presiding member Karen Hyde questioned the reason for providing bike bays on the rooftop and Mr Burnell said ground-floor space was unavailable, so their choice was between the basement and roof, both of which required lift access.

“Whether it was on the roof or another area, they still have to use the lift,” he said.

The panel unanimously endorsed the application, subject to conditions including that landscaping occurs as shown on plans submitted prior to occupation, submission of a construction management plan and dedicated resident, visitor and commercial parking bays to be marked as such.

Cr Russell Driver said he liked the development and Cr Frank Cvitan agreed and believed the previous issues were well addressed.

At the same meeting, the panel approved an amendment to a $20 million Butler shopping centre development for extra shade sails over parking bays.
