The petition was presented to the City of Belmont and if all signatures are ratepayers, a special meeting will need to be held within 35 days.

A group of Redcliffe residents say both Main Roads and City of Belmont ignored their concerns about Brearley Avenue’s closure during the planning and consultation phase for Development Area 6.

The development aims to provide increased density around the planned Airport West train station. Brearley Avenue is the main artery to terminal three and four at Perth Airport and is planned to close at Great Eastern Highway.

Residents have consistently called for a compromise on the road and having one carriageway left open for local traffic until First Avenue.

Redcliffe resident Richard Foster said the traffic modelling provided to residents was based on population figures less than half of what the City of Belmont predicted for the area.

“If Main Roads did the traffic modelling today the population figure would be different again and this is because urban density and land use needs are dependent on things such as development applications submitted to council,” he said.

Mr Foster said the discrepancies between the population figures in the traffic modelling document and City of Belmont population estimates were raised in community reference group meetings last year.

“This was asked at the CRG meetings in 2015 but not acted upon,” he said.

Despite the petition, affected residents could be too late. The State Government announced the start of road works preparing for the closure of Brearley Avenue the day after the petition was submitted.

Transport Minister Dean Nalder said the contract had been awarded for the upgrade of the Great Eastern Highway-Fauntleroy Avenue intersection in preparation for the Forrestfield-Airport Link. The nearby intersection of Coolgardie Avenue will also be upgraded later this year to provide dedicated right-turn lanes for Great Eastern Highway traffic in both directions.

Mr Nalder said work on closing Brearley Avenue at Great Eastern Highway had started in order to develop the Airport West Station.

“Both intersections are expected to be completed before the end of the year in readiness for the planned closure of Brearley Avenue at Great Eastern Highway,” he said.

Redcliffe landowner Dianne Mossenson said while road network changes might have regional benefits, they would cause chaos within the DA6 area.

“The planned closure of Brearley Avenue by Main Roads WA is rationalised by (their) desire to improve the efficiency of their regional networks,” she said.

“Substantive evidence to support the closure of Brearley Avenue at Great Eastern Highway, rather than at First Street in order to build the train station, has not been provided to the ratepayers.

“The closure of Brearley Avenue at Great Eastern Highway, whilst of advantage to Main Roads, is to the disadvantage of the local community of the DA6 area.”
