Councillor Karen Caddy presented an alternative motion that would have planning issues like car parking ratio and waste management addressed.
Stirling planning and development director Ross Povey said the plan currently only allowed for .75 car spaces per dwelling.
“This will bring it into line with the current standard which is one car space per dwelling,” Mr Povey said.
Cr Caddy recommended to council that the MRA brief councillors before the scheme is adopted.
“The MRA should consider use of mandatory cash-in-lieu to fund addition multi-storey car parking and work with the City to develop waste collection requirements that will limit the need for waste bins to be placed on the verge,” she said.
The MRA’s Scarborough Redevelopment Master Plan was endorsed by the Council in June last year.
