Stirling was awarded gold in the General category and a highly commended for the Sustainability category for the report's engaging design and information.
The judging committee said the report embraced sustainability and the Global Reporting Initiative and presented good information on the progress of major activities against the council's plan.
Stirling Mayor Giovanni Italiano said the City had consistently produced annual reports of a high standard and was pleased Stirling had been recognised.
