Do they not care for the environment they live in?

Why should other residents have to put up with an eyesore that they have made?

Are they incapable of taking their unwanted rubbish to the dump?

All law-abiding residents who see stockpiles of rubbish on verges need to report the offenders and put pressure on those people who just don’t care.
