Troubling cats

I AM continually plagued by cats, defecating all around my yard, spraying my door and shed, and fighting.

Any request I have to my neighbours about their cats, there is a suggestion I am not a cat lover.

Quite the opposite, I have had dogs and a cat but I was sure neither roamed.

What I can’t understand is why do cat owners continue to own several cats.

My neighbours have three and two respectively, which are allowed to roam at will.

What has happened to the council program of doing house checks?
