Caversham Plant Hire wants to park nine commercial vehicles and two trailers across three adjoining lots on Victoria Road.
The properties are zoned as Swan Valley Rural and are in the Swan Valley Planning Act area, both of which say commercial vehicle parking does not suit the rural amenity of the viticulture area.
Caversham Plant Hire has been based on Victoria Road for about 30 years.
Its owners said the vehicles were screened and did not affect the character, safety or amenity of the area.
But many residents along Victoria Road are opposed to the plan.
The application received 28 submissions, with 17 non-objections and 11 objections, while a petition was also submitted on behalf of 29 residents objecting to the proposal.
The commercial vehicle parking application will be decided at City of Swan�s September 2 meeting.
