Wanneroo City Council approved a lease to hairdresser Tracey Cottrell last week, allowing her to operate from the Rocca Way site for five years.
Last year, the Times reported councillors unanimously agreed to terminate the former occupant's lease at the Wanneroo Library and Cultural Centre, noting she owed the City $32,498.07 as of February 11, 2013.
