A DEED of agreement is being finalised to upgrade roads in Banksia Grove.
It will replace a 2004 agreement between the Housing Authority, City of Wanneroo and Peet, with the latter having fulfilled its obligations under the document.
The remaining works on Joondalup Drive, Pinjar Road, Old Yanchep Road and Flynn Drive north of Banksia Grove are the responsibility of the authority and joint venture partners Banksia Grove Development Nominees (BGDN).
A stipulation of the previous deed prevented BGDN and the authority from developing and selling 20ha of land in the northeast corner of Banksia Grove until outstanding works were completed.
BGDN has requested the City consider reducing the land covered under the caveat to allow development to continue.
Following independent assessment, the City said it was satisfied that the reduced area would be sufficient security for the completion of the remaining works under the new deed and recommended its endorsement at the June 28 council meeting.
However, at the briefing session on June 14, Councillor Domenic Zappa asked how councillors could be expected to do that as the agreement was still being finalised.
“It’s concerning from a government perspective to (be asked) to endorse the deed but it’s not yet drafted,” he said.
The City’s report said a copy would be made available to councillors once completed.
