City of Joondalup mowing to go to external contractor

CITY of Joondalup will continue to engage an external contractor for median and verge mowing from Ocean Reef Road to Beach Road.

In March 2015, the council awarded a tender for mowing in the north zone, which spans from the Kinross boundary to Ocean Reef Road but requested mowing of the central (Ocean Reef Road to Hepburn Avenue) and south (Hepburn Avenue to Beach Road) zones be undertaken in-house.

In order to facilitate this, council requested the level of mowing in parks and non-active reserves be reduced to reallocate resources.

However, in November 2015, council requested the City immediately engage an external service provider for mowing in the central and south zones because of the high number of complaints about the reduced service in parks.

Councillors had also requested a review of all median and verge mowing services before June this year.

The review was presented to council in June, stating it was cheaper to engage an external contractor for the mowing rather than using City resources.

“The external service provider, on average, is $2210 (45 per cent) cheaper per hectare in delivering this service,” a council document said.

“Using an external service delivery model can provide a significant saving with no reduction in the level of service for the mowing of local recreation parks.”
