During 2014-15, local governments across Australia will receive $2.3 billion from the financial assistance grants program, including about $5.56 million for the City of Joondalup and $6.19 million for the City of Wanneroo.
The government then froze the indexation of these grants until 2017-18, which will result in a permanent reduction in the grant base by 13 per cent.
"The freeze will place additional pressure on the City, funding services and infrastructure projects into the future," a council document said.
