Joondalup Council voted to release the Whitford activity centre structure plan, prepared by Westfield, at its meeting in March despite reservations expressed by several councillors.
At the meeting Mayor Troy Pickard said the structure plan had been ‘forced on us by Westfield’.
The State Government’s activity centres’ policy, introduced in 2011, requires a structure plan, including housing density and land use targets be produced before any shopping centre can expand to larger than 20,000sqm.
