About 1000 people saw then Lands Minister George Cash open Stage I of the urban parkland, off Grand Boulevard, on November 28, 1993.

The minister described the innovative park as one of the most important open space developments in Australia.

Leading Perth artists helped design water elements, including a man-made lake.

There are also bush trails, boardwalks, lawn, bronze animal sculptures and public artwork, and the park is now home to the Joondalup War Memorial.
