The request includes a proposal to exclude a section of water from the Marmion Marine Park.
In arguing for the amendment, the City said the land was suitable and capable of being cleared for urban use, the additional parks proposed would benefit residents, and it cited the need for boating facilities in the northern suburbs.
Last year ,the City of Joondalup and the State Government signed a Memorandum of Understating commiting to work together to develop the proposed marina. The City requested that the environmental impact of the proposal be considered by the EPA at the same time as the scheme amendment was assessed.
Joondalup Mayor Troy Pickard said assessing the planning and environmental aspects at the same time made sense for the project.
