Councillors approved the lease without discussion, noting the non-profit organisation had breached its current lease terms by providing a five-year business plan five months late, failing to erect a boundary fence and clearing vegetation without authorisation.
A report considered by the council on April 30 recommended the new lease despite those breaches, as the organisation provided a ‘valuable service’ to the community as the management body for the Wanneroo Junior Motocross and WA Speedway Motorcycle clubs.
‘The works undertaken to date by the PMP has resulted in significant improvements to the site at no cost to the City,’ it said.
