The proposal is for 13 shops and 53 car parking bays at the corner of Langford Boulevard and Russell Road.
A transport impact report estimated the development would generate up to 366 daily car trips, which it said would have minimal impact on Langford Boulevard and Russell Road.
It also said there were four bus stops within 150m of the site.
