Police allege the man, who was 36 at the time, stalked the 52-year-old woman as she was walking on a bike path near Swanson Way and Ocean Reef Road on July 8, 2007.
He allegedly sexually assaulted the victim after grabbing her from behind, but fled when she bit him.
This year, State Crime Operations reviewed the matter, which led to the man’s arrest.
