Councillors voted unanimously at their meeting last month to instead include a liquor store and office in the planning approval for Lot 19.
Cr Dot Newton said residents were concerned a takeaway store would affect children.
‘I’ve had calls from local residents to say they didn’t really want a takeaway outlet there because they have to pass that way on the way to school,’ she said.
‘The residents in that area have been waiting a long time for their shopping centre so I am hoping (if) this gets through, that ground will start to be broken and building will start to go up.’
Cr Brett Treby said residents in his suburb had to leave the area to access amenities and he did not want to see that replicated elsewhere across the City.
Cr Dianne Guise thanked administration for considering her concerns about the effect of delivery truck noise on nearby residential areas and restricting delivery times.
Mr Kosova said at a council briefing session that a petrol station in the area was planned after Cr Norman Hewer said such a facility was long overdue.
