The council agreed to appoint him to the renamed position during a confidential session on July 28.
Mr Singh (pictured) had been acting in the role since his predecessor Dennis Blair retired late last year, and has worked at the City in various technical services and infrastructure roles since 1996.
He has managed several key road projects, including building Hepburn Avenue, and widening Alexander Drive, Ocean Reef Road, Hester Avenue and Marmion Avenue.
