‘The incident report found that both parties failed in their obligations to follow international collision regulations,’ Department of Transport marine operations director Laurie Adams said.

He said the investigation report made recommendations to avoid a similar incident in the future, including the need for skippers to be ‘extremely vigilant when navigating near kite and wind surfers’.

‘Kite surfers and wind surfers need to ensure they are aware of vessels operating nearby ” in particular any vessels that may approach from a blind spot when they are tracking on a course.’
