Officers allege that the pair were arguing in a car at the intersection of Messina Drive and Vincent Road about 4.30pm on March 4 when the passenger attacked the 33-year-old driver with a knife.
It is alleged the man, in his late 40s, then stole the vehicle, leaving the victim on the roadside.
The injured man required emergency surgery at Royal Perth Hospital.
Investigators charged the alleged attacker with vehicle theft and grievous bodily harm.
He is due to appear in court later this month.
