Mr Walley performed the ceremony in front of Prime Minister Julia Gillard during her visit to Kwinana last year, and at many local events and functions.
The City of Rockingham adopted a policy amendment at Tuesday’s council meeting to include the practices at official civic functions and meetings as part of its Reconciliation Plan.
Mr Walley said it was not about the Welcome to Country but about involving Aboriginal people.
‘It is a great way to include Aboriginal culture that is starting to be understood better,’ he said.
‘Welcome to Country is just a little bit but starts people talking about Aboriginal culture and that’s a good thing.’ He said while he always included a traditional welcome in Noongar, he focused on broader themes.
